Interaction of the National Human Rights Center of Uzbekistan with state bodies in the sphere of human rights protection
The National Center of the Republic of Uzbekistan for human rights organized on 23 April in the Uzbek capital city Tashkent the conference on "Interaction of National Center of the Republic of Uzbekistan with state bodies in the sphere of human rights protection"
The main objective of the conference - discussion of mechanisms and procedures of interaction and cooperation between the National Center of the Republic of Uzbekistan for human rights and state bodies for protection of human rights, as well as making recommendations on joint work activation on legislation perfection issues, monitoring and information-education activity in human rights and freedoms observance in Uzbekistan.
It was noted that the Republic of Uzbekistan joined many international agreements directed to strengthening and protection of rights of different categories of citizens (women, children, handicapped persons) and took upon itself obligations on creation of required organizational-legal structures for promotion and protection of human rights and freedoms within its territory.
In accordance with requirements of international law norms, in Uzbekistan were set up not only constitution –legal bases and guarantees for human rights and freedoms protection, but there were also originated organizational mechanism, corresponding infrastructure on promotion and protection of human rights.
State system of human rights and freedoms protection consists of bodies of legislative, executive and judicial powers, special state organs, providing supervision on human rights observance, supplementary national institutes and organizations participating in human rights protection in accordance with The Constitution and laws of the Republic of Uzbekistan. All national bodies and organizations possess appropriate authorities in human rights protection.
Speakers also noted that National Center of the Republic of Uzbekistan for Human Rights is a coordinating state body, working out the strategy of implementation international and constitutional norms, regulating human rights. It is responsible for preparing national reports on realization by the Republic of Uzbekistan taken international commitments in human rights sphere.
During its functioning National Center of the Republic of Uzbekistan for Human Rights has worked out its special procedures on preparation of national reports on realization by The Republic of Uzbekistan taken international commitments in human rights sphere. Making such important documents as national reports as well as national plans of actions on fulfillment of the UN treaty bodies’ recommendations, usually takes much time and requires efforts of a great number of state bodies, nongovernmental structures, scientific-research institutes, specialists and experts in different spheres.
The Center has a close cooperations with Ombudsman of the Uzbek Parliament, Ministry of Foreign Affairs, Ministry of Justice, Ministry of Internal Affairs, and Ministries of Education, Labour, Social Welfare, and Healthcare. Among law enforcement structures it is worth noting interaction with General Prosecutor Office of The Republic of Uzbekistan, Tax and Customs Committees, development of partnership with Tashkent State Law Institute, Academy of State and Social Construction, the Institute of Monitoring of Current Legislation under the President of Uzbekistan, Academy of the Ministry of Internal Affairs and a range of other judicial educational institutions.
The analysis of main directions and forms of interaction of National Center of the Republic of Uzbekistan on human rights with state bodies such as Cabinet of Ministers of Uzbekistan, ministries, offices, courts, law enforcement structures and other national institutions on human rights demonstrates that its activity in this sphere is directed towards: 1) betterment of their activity in the sphere of human right observance; 2) enlisting them to human rights monitoring; 3) informing these organs on international standards of human rights observance; 4) organization of joint analytical and information-education activity on human rights issues; 5) development of suggestions on perfection legislation in the given sphere.
National Center of the Republic of Uzbekistan for human rights seeks for new methods, directions and forms of cooperation of national structures for human rights protection, facilitates effective coordination of activity on human rights observance both among state bodies and institutes of civil society.
Further enhancing the cooperation and coordination of joint efforts among all state institutions related to the national system of human rights protection is highly important, the conference stressed.
