Promoting the civil rights on the agenda - Senate of the Uzbek Parliament discusses the ways to improve the work with complaints from citizens

The issues of improvement of work with citizens’ complaints and applications were discussed during the «round table» organized by the Committee on legislation and judicial legal matters of the Senate of the Uzbek Parliament.
Article 35 of the Constitution of the Republic of Uzbekistan establishes, that everyone have a right individually or collectively to submit applications and proposals, and to lodge complaints with competent state bodies, institutions and public representatives.
Such applications, proposals and complaints shall be considered in accordance with the procedure and within the time frame specified by law. The Law of the Republic of Uzbekistan «On citizens’ applications» guarantees the realization of the constitutional rights of the citizens to submit the complaints.
Participants of the «round table» noted, the government authorities are putting effort to improve their work on duly consideration of citizens complaints according to the requirements of the Law of the Republic of Uzbekistan «On citizens’ applications».
The shortcomings of the work with citizens’ applications were also discussed during the «round table». In particular, it has been noted, that during the study of the work of the local government authorities in Tashkent, Surkhandarya and Ferghana regions in December 2006, the cases of infringement of Law requirements on terms of consideration of citizens’ applications, directions of written replies to the applicant, rules of jurisdiction were revealed. It was also noted that there were instances of absence of follow-up control on execution of the decisions taken as a result of consideration of the citizens’ applications. Office of Public Prosecutor applied measures of legal influence on several facts of infringement of the norms of the Law in the specified regions.
Participants of the «round table» also discussed the issues related to the perfection of work with citizens’ applications, strengthening the measures of realization of the Law «On citizens’ applications», increasing the responsibility of the authorities. Special attention was given to the necessity of improving joint activities of the law enforcement bodies and public associations directed on improvement of the process of consideration of citizens’ application, prevention of infringements of their rights, freedoms and interests.
