Invitation for Bids (IFB)the Republic of Uzbekistan, Project № UZB0011 “Procurement of Laboratory and endoscopic equipments ” ICB № IDB/ICB/06/02

1. This Invitation for Bids follows the General Procurement Notice for this Project №UZB0011 that appeared on the website of the Republican Research Centre of Emergency Medicine of Uzbekistan (www.rrcem.uzsci.net), the Medical Portal of Uzbekistan (www.med.uz); and Newspaper “Pravda Vostoka” issued no №4 (25695) dated January 6, 2006.
2. The Republic of Uzbekistan has received financing from the Islamic Development Bank toward the cost of the Project “State Medical Emergency Hospitals Equipment” and it intends to apply part of the proceeds of the funds to payments under the several contracts for which this invitation for bids is issued.
3. The Ministry of Health of the Republic of Uzbekistan hereby invites sealed bids from eligible and qualified bidders for the supply of following goods:

Bidders may bid for any or all Lots. Bid should be include all demanded positions of Lot. Bid for a particular lot must contain all items of the lot. Bids will be evaluated and contracts will be awarded on Lot-by-Lot basis.
4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures according to “Guidelines for Procurement of Goods and Works under Islamic Development Bank Financing”, and is open to all bidders from Eligible Countries as defined in the Guidelines.
5. Interested eligible bidders may obtain further information and inspect the Bidding Documents at the address given below from 2.00 p.m. to 5.00 p.m. (Tashkent time) from Monday to Friday:

6. Qualifications requirements include: (a) financial conditions, (b) experience and technical capacity, (c) compliance of supplied goods with applicable international standards. Bids that do not contain such information may be rejected. A margin of preference for eligible national contractors shall be applied, as appropriate. Additional details are provided in the Bidding Documents.
7. A complete set of Bidding Documents in English may be purchased by interested bidders upon submission of a written Application to the address below and upon payment of a non-refundable fee of US$100 (without VAT)* or its equivalent in Uzbek sums (without VAT)* at the exchange rate fixed by the Central Bank of Republic of Uzbekistan on the day of payment. Payment shall be made by Bank transfer into one of the following accounts of the Ministry of Health:

All banking charges and fees relating to the bank transfer shall be for the bidder’s account. Cashiers and certified checks are not accepted. The bidding documents may be collected by an authorized representative of the Bidder at the address:

upon presentation of the Bidder’s Authorization and documents confirming payment of the non-refundable fee to one of the above accounts. The bidding documents may also be sent to the bidder by courier at no additional charge to the bidder following the receipt by the Client of a written request quoting tender number IDB/ICB/06/02, providing address of delivery, contact details, and document confirming payment of a non-refundable fee to one of the above accounts. Bidding Documents will be available from date of advertisement of IFB.
8. Bids must be delivered to the Republican Research Centre of Emergency Medicine at the address stated below not later than 1.00 p.m. (Tashkent time) on 06.03.07. Electronic bidding is not allowed. All bids must be accompanied by an original bid security at the amount of not less than 2% (two percents) of the bid price in the currency of bid. Late bids will be rejected.

9. Bids will be opened in presence of bidders’ representatives who choose to attend the bid opening session at 3.00 p.m. (Tashkent time) on 06.03.07, at the following address:
